You are right, in that Jesus is perfect and has the right to judge. This judgement refers to eternal judgement regarding salvation though. We must 'judge' because we are to discern whether people are sheep or ravenous wolves (Matt 7). We are told to be as wise as serpents (Matt 10), what use would it be to have the Bible that can "judge the thoughts and intentions of the heart" (Heb 4:12) if we cannot use it. Yes, we are supposed to examine ourselves (2 Cor 13:5) but right after this passage Jesus continues in His sermon on the mount telling us to "beware of false prophets", we must judge people (verse 15). The judgement we are being told to avoid is where we decide whether that person is, or isn't, saved - or should be... That is for God.
In order for us to be discerning we must judge, the only type of judgement that is excluded from us is that of salvation and obviously hypocritical judging which is clearly what Jesus was talking about as He continues in verse 4.

No! You are incorrect of your assessment. Jesus had every right to judge as he was perfect. We are less than perfect, therefore, we have no right to judge another person. We do have to assess whether actions are biblical or not (hence fruit) but even then we are not given a green light to say whatever we think. If rebuke is necessary it must be given in love.
